General Background Digital transformation serves as a crucial catalyst for modernizing national economic systems and optimizing public policy frameworks. Specific Background In developing economies like Iraq, integrating digital infrastructure into financial and administrative mechanisms remains essential for long-term policy reformulation. Knowledge Gap However, empirical evidence evaluating the precise structural contribution of digital adoption to economic planning and sustainability in post-recovery contexts remains limited. Aims This study investigates the impact of digital transformation on reformulating economic planning policies and fostering sustainable economic development opportunities in Iraq. Results Analyzing data from 450 specialists, findings reveal moderate implementation levels across digital adoption, planning policies, and sustainability metrics, while regression analysis demonstrates a statistically significant positive impact of digital implementation on policy reformulation and sustainable development. The rapid advancement of technology has made digital transformation (DT) a critical factor for organizational growth and success. As businesses work to remain competitive and adapt to evolving customer expectations, the strategic adoption of advanced digital technologies has become a fundamental aspect of their digital transformation efforts. Continuous digital transformation emphasizes integrating these technologies into business operations in a sustainable and responsible way, considering their environmental, social, and economic impacts. According to Alojail and Khan (2023, p. 13), this involves evaluating environmental footprints, optimizing energy consumption, and minimizing electronic waste to ensure the enduring application of innovative technologies.
Another key dimension is addressing the societal implications of technology adoption, such as safeguarding privacy, fostering diversity, and promoting digital literacy among employees and customers. By adopting sustainable practices in the implementation of advanced digital technologies, organizations can not only achieve cost efficiency and operational improvements but also contribute positively to broader objectives—reducing their carbon footprint, supporting social progress, and driving economic growth (Li & Xu, 2024, p. 16). This research therefore seeks to investigate the transformative role of digital transformation in reshaping economic planning policies while fostering sustainable economic development opportunities.
Problem Statement:
The world is experiencing a swift digital transformation, bringing about profound shifts in how national economies are managed and public policies are developed.. Digital transformation has become a key driver of economic growth, improving the efficiency of government services, and enhancing the ability to make data-driven decisions. Despite the efforts of many countries to adopt digital technologies in economic planning, there is a disparity in the level of utilization of these technologies and their ability to achieve sustainable economic development goals.
The problem addressed in this study is the need to understand the extent to which digital transformation contributes to reshaping economic planning policies and to reveal its role in enhancing opportunities for sustainable economic development by improving resource management efficiency, supporting innovation, increasing productivity, and achieving inclusive economic growth. The main question is as follows:
What is The way that the digital revolution is changing the economy planning policies and enhancing opportunities for sustainable economic development?

Meaning of Sustainable Economic Development:
In the development literature, the phrase "sustainable development" (SD) or "sustainable economic development" (SED) is new. At one extreme, sustainable economic development is described as one that satisfies current demands without jeopardizing or compromising those of future generations. The World Commission on Environment and Development (WCED) is one of the leading international organizations promoting environmental and economic sustainability worldwide. Sustainable development is defined by the organization as "development that meets the needs of the present without compromising the ability of future generations to meet their own needs. (Abrol, 2023, p12).
Furthermore, according to Sagay et al. (2011, p. 17), "sustainable development is a process in which the natural resource base (of a nation) is not allowed to deteriorate..." but is instead used efficiently for the benefit of present and future residents. On the other hand, Tounés et al. (2011) see sustainable economic development as a commendable effort by scientists, economists, and environmentalists to develop new models for utilizing the environment and its resources in a way that "guarantees long-term economic, social, and environmental progress."
Challenges and Opportunities:
Achieving sustainable economic development is a challenging endeavor, requiring solutions to issues like social inequality, the delicate balancing act between economic growth and environmental preservation, and longstanding traditional economic models focused on short-term gains. To tackle these obstacles, it is essential to adopt a new perspective that integrates environmental considerations into economic strategies while promoting social justice. But despite these difficulties, there are many of chances for creativity and teamwork. Multi-stakeholder partnerships give pathways for collective action, sustainable finance signals a change in capital allocation, and technological improvements offer new opportunities. We can accelerate the shift to a more sustainable and inclusive future by tackling obstacles and seizing opportunities (Hariram et al, 2023, p16).
Policy Implications :
When considering the future of sustainable economic development, innovation stands out as a key factor promoting inclusive growth and significant change. Although there has been progress in incorporating sustainable concepts, there is still much space for creativity. Leveraging technology and digitalization for resource efficiency and citizen engagement, moving toward a circular economy and sustainable practices, encouraging social innovation and inclusive development, innovating in policy and governance, concentrating on systemic change, constructing sustainable finance systems, empowering communities, encouraging collaboration, and supporting education and capacity building are some important avenues. We may open up new avenues for resilient, inclusive, and sustainable development outcomes by adopting a holistic strategy and concentrating on these directions, turning creative concepts into concrete steps for a successful future (Barrier, 2017, p16).

The current study employed the analytical method, which uses statistical techniques to analyze the questionnaire study's research data in order to accomplish the study's goals.
Data Analysis
Alpha coefficient, frequencies, percentages, mean, standard deviation, relative weight, Pearson correlation coefficient, and regression coefficient will all be used in the study's analysis of the questionnaire data using SPSS25
Study population and sample
The study population consists of Specialists in digital transformation and information technology, officials in the financial and economic sector, and representatives of international institutions supporting economic development in Iraq Additionally, because it was difficult to conduct a thorough inventory of every member of the study community, the study employed the sampling method by choosing a simple random sample and disseminating the link via email, social networking sites, and other communication channels used by the study population. A total of 450 people completed the questionnaire.
Analysis of the study data:
During the period (2014-2023), Iraq witnessed a remarkable development in indicators of digital transformation and financial inclusion, especially in the field of electronic payment channels and digital financial infrastructure. The number of point-of-sale (POS) machines increased from (581) machines in 2014 to (23,066) machines in 2023, with a compound growth rate of (51%), which reflects the significant expansion of the use of electronic payment methods as a result of the support of the Central Bank of Iraq and the growing reliance on digital transactions (Central Bank of Iraq, 2023). The density of these devices has also increased From (2.65) devices per (100) thousand adults to (71) devices during the same period, which indicates the improvement in the accessibility of electronic payment services and their geographical and demographic spread.
Mobile payment services also witnessed rapid development during the period (2017-2023), as e-wallets recorded a significant growth in the number and values of transfers as a result of the spread of smartphones and the development of digital infrastructure. ZainCash has emerged as the most widespread and used service, achieving high growth rates in the number of transactions and the values of transfers, while the Asia Hawala service has shown remarkable growth with greater fluctuations in performance due to regulatory and competitive factors. The Corona pandemic has also contributed to accelerating the shift towards digital payments and reducing dependence on cash, which has boosted the spread of e-wallets and increased their use in various economic activities (CBI, 2023; Al-Dhahawi et al., 2024).
In the same context, ATMs have witnessed continuous growth, as their number increased from (580) machines in 2014 to (4,021) machines in 2023, with a compound growth rate of (24%), and their population density increased from (2.65) to (12.37) machines per (100) thousand adults, reflecting a gradual improvement in the banking infrastructure and the expansion of access to formal financial services. This development comes in light of efforts to promote financial inclusion, despite the continued limited penetration of banking branches compared to in neighboring countries (Central Bank of Iraq, 2017; Kapita, 2026; Trading Economics, 2026).
At the level of financial inclusion, the composite index of financial inclusion recorded a clear upward trend, increasing from (9.2%) in 2014 to (48.58%) in 2023, with a compound growth rate of (20%). This improvement is due to the policies and procedures adopted by the Central Bank of Iraq to promote financial inclusion, expand the base of bank accounts, increase the localization of salaries, as well as expand the use of digital banking services and electronic payment systems (Central Bank of Iraq, 2021; Central Bank of Iraq, 2023; Arab Monetary Fund, 2017).
Overall, these indicators confirm that Iraq is witnessing gradual progress towards building a more developed digital economy, driven by the modernization of digital financial infrastructure, the expansion of the use of electronic payment methods and digital wallets, and the increased reliance on modern banking services. This has contributed to enhancing financial inclusion and improving the efficiency of the financial system, thereby supporting sustainable economic development efforts and enhancing opportunities for digital transformation in the Iraqi economy (Central Bank of Iraq, 2023; 2018).
Study tool
The research will prepare the questionnaire and its axes and phrases using the study's theoretical framework and earlier research on the topic in order to use the electronic questionnaire form as a tool for the field study. The study tool's questions were answered using a five-degree Likert scale.

The most significant phrase, with a score of 3.39, a standard deviation of 1.00, and a medium degree of agreement, was determined to be "Digital transformation has contributed to eliminating bureaucracy and accelerating the decision-making process within institutions."
With a score of 3.07, a standard deviation of 1.10, and a medium degree of agreement, the statement "The current digital transformation in institutions reduces the time and effort required to complete transactions compared to traditional methods" was the least significant.
All of the expressions on the Digital Transformation axes were determined to be medium when the phrases were examined. This indicates that Iraq is implementing digital transformation at a medium level, with a mean of 3.25 and a S.D. of 1.05.The Economic Planning Policies axes:

Table (12) shows that the simple regression equation was significant at 0.01 and that there is a positive correlation between implementing digital transformation and reshaping economic planning policies in Iraq at 0.01. Additionally, there is a statistically significant impact of implementing digital transformation on reshaping economic planning policies in Iraq at 0.01, indicating the correctness of the first hypothesis. It turned out that the more implementing digital transformation level 1% increased, the more reshaping economic planning policies in Iraq increased by 1.050%. H2: There is a statistically significant impact of implementing digital transformation on enhancing opportunities for sustainable economic development in Iraq

The simple regression equation in table (13) was significant at 0.01, and there is a positive correlation between implementing digital transformation and improving opportunities for sustainable economic development in Iraq at 0.01. Additionally, there is a statistically significant impact of implementing digital transformation on improving opportunities for sustainable economic development in Iraq at 0.01, indicating the correctness of the first hypothesis. It turned out that the more implementing digital transformation level 1% increased, the more opportunities for sustainable economic development in Iraq increased by 0.976%.
